If we tap into five smart funding sources that cities around the world already use — like monetizing land assets, adjusting property taxes, introducing fair user charges, leveraging debt and public-private partnerships (PPPs), and using formula-based government funding — our biggest cities could actually cover up to 80% of their funding needs internally.
